  AUTO REGISTRATION COULD INCREASE BY $40

Under a bill sponsored by Montgomery County State Sen. Richard S. Madaleno Jr., counties and incorporated municipalities would be allowed, but not required, to impose a surcharge on motor vehicle registrations of $20 per year, for a total of $40 over the two-year registration period.

  ANNAPOLIS GETS $10K GRANT FOR SMOKE ALARMS

The capital city’s fire department got the grant from Baltimore Gas and Electric Co. to buy and install 700 smoke and carbon monoxide alarms.

  LEOPOLD WANTS TO RUN FOR OFFICE AGAIN

His lawyers argued for that right at a hearing before the Maryland Court of Special Appeals Wednesday. The deadline for filing to run in this year’s election is Feb. 25.

Republican State Del. Don Dwyer introduced two bills Tuesday in the Maryland House of Delegates seeking a ‘higher standard’ for pun- ishing legislators who do what he did and for which he is now serving weekend jail time.

  DWYER SEEKS ‘HIGHER STANDARD’
FOR LAWMAKERS WHO DO WHAT HE DID

The state delegate who is serving weekend jail time for driving under the influence of alcohol introduced legislation Tuesday that would require incarceration and rehab for public officials convicted of drunk driving and would subject legislators to removal from office upon being jailed for any offense.

Del. Donald H. Dwyer Jr., a Republican representing Annapolis in the Maryland House of Delegates, also pled guilty last year to boating while drunk.

  GATES, BALLMER REPLACED AT MICROSOFT

The computer pioneering giant named Satya Nadella as its new president Tuesday, replacing Steven A. Ballmer. Founder Bill Gates also stepped down from his role as chairman to become a technology adviser to Nadella. Gates, who was replaced as chairman by John W. Thompson, will remain a member of the company’s board.

BROWN WON’T GET SMITH’S MONEY FOR CAMPAIGN

James T. Smith Jr., the former Baltimore County executive, agreed upon confirmation as secretary of the Maryland Department of Transportation last year, not to use the more than $531,000 in his state campaign account to benefit other office seekers. There had been speculation he might use some of the money to help Lt. Gov. Anthony Brown in his gubernatorial bid this spring.

LEOPOLD TO SEEK CLEAN SLATE THIS WEEK

On Wednesday his attorneys will appear before the Court of Special Appeals to argue that the disgraced former Anne Arundel County executive’s conviction last January for criminal misconduct in office was based on a flawed reading of an unclear law and should be overturned.

“Leopold is unaware of any Maryland law which has imposed criminal liability for boorish, loutish behavior akin to the conduct in the … case,” his lead attorney wrote in a court filing. He is also seeking to reverse a provision that bars him from running for office while he serves a five-year probation, possibly clearing the way for him to file as a candidate in this year’s election for his former job.
