• STATE BOARD TRIMS MORE THAN $84M FROM MARYLAND BUDGET
Gov. Martin O’Malley on Wednesday persuaded the Board of Public Works to cut up to $84 million in planned spending for next year.
Under the governor’s proposal, nearly $76 million will be cut from the state’s $16.1 billion fiscal 2015 general fund, with an additional $1.2 million in planned special fund spending to be erased and about $7 million moved around to cushion any blow expected by a weak economy.

An investigation into Morgan State University’s handling of a reported sexual assault earlier this year has been opened by the U.S. Department of Education, as the number of colleges nationwide facing scrutiny for their response to sexual violence allegations has grown.

• D.C. SNIPER MALVO APPEALS LIFE SENTENCE
Lee Boyd Malvo claims his sentence of life without parole for a killing spree that terrorized the Maryland-D.C.-Virginia region for more than three weeks in Oct. 2002 is unconstitutional. His adult accomplice, John Allen Muhammad, was executed by Virginia in 2009.

• ANNAPOLIS TO CHARGE $1 FOR CIRCULATOR TROLLEY OR ELIMINATE SERVICE
The two options will be discussed at a July 30 public meeting, as the city struggles to deal with more than $1.1 million in cuts to its Department of Transportation fiscal 2015 budget that went into effect Tuesday.

• BICYCLE SAFETY ADDRESSED AT PRESS CONFERENCE
Anne Arundel County Police held a press briefing Monday after- noon to discuss a series of recent bicycle-car crashes after four bicyclists — one of whom remains in critical condition at the Maryland Shock Trauma Center in Baltimore — were taken to area hospitals following three separate crashes Saturday on the Broadneck Peninsula, Brooklyn Park and Tracey’s Landing.

• DAILY RECORD PARENT CO. APPOINTS NEW CEO
Mark A. McEachen will take the reins of the financially troubled Dolan Company next Monday, which owns the Maryland Daily Record along with other legal publications, business journals, and niche print and web products in 19 geographic markets.
The appointment comes within weeks of the Dolan Company’s emergence from Chapter 11 prepackaged bankruptcy that lasted 81 days and allowed the company to reduce its debt by approximately half, from $100 million to about $50 million.

• TWO MD. COUNTIES TO PROVIDE ATTORNEYS AT INITIAL COURT APPEARANCES
Indigent defendants will have representation beginning Tuesday by legal counsel at initial appearances before a court commissioner in Washington and Frederick Counties, as the result of a ruling in April by the Maryland Court of Appeals.

• SOMERSET CO. POLICE CHIEF ARRESTED, CHARGED WITH DRUNK DRIVING
The Police Chief of Fruitland, which is centrally located on Maryland’s Lower Eastern Shore near Salisbury, was off-duty driving his personal car, unarmed and not in uniform when he was arrested. He has been charged with driving under the influence of alcohol and following too closely.
